Download the zip, run the launcher and point it at your OPERATOR folder. It keeps itself and the mods up to date after that.

Your desktop is fine. Don't unzip it inside the game folder.
It asks for your OPERATOR folder once and remembers it. If you own the game on Steam it usually finds the folder itself.
The first run installs the mod loader, pulls the pack and unpacks the maps. It downloads about 2.2 GB in all: the pack, the loader and the six maps. Updates after that are small.
The game starts with the pack loaded. The missions are on the Cerberus laptop under DUKE'S OPS.
You both need the same pack version. The launcher shows it at the top and updates on start, so let it finish before you host.
The launcher downloads these itself. They're listed so you know what to expect.
Open the launcher and click SOMETHING BROKE? at the bottom.
It lists the log files on your machine, opens the folder for you and says which one to send. Attach it to a report.
